煤矿安全应急管理系统协同度评价研究

Research on assesment of Synergic Degree of the coal mine safety and emergency management system

摘要: 为提升煤矿安全应急管理能力,减少事故的发生,高效应对突发事故,以及降低人员和财产损失构建了基于协同的煤矿安全应急管理系统。建立系统协同度评价模型(SCEMS模型),设计了包括4个层次35个指标的指标体系,通过计算得到黑龙江省区煤矿近五年的协同度,数值显示系统的协同度逐年提高,深入分析系统要素的变化,结合实际分析协同的薄弱环节,提出对策。

Abstract: it’s necessary to set up an emergency system based on collaboration, improve the ability, which is propitious to decreasing accidents, reacting to unexpected disasters more efficiently and reducing the loss of lives and property. To set up the SCEMS models, including the 4 layers and 35 indicators. The recent five-year synergetic degree in Heilongjiang Province is obtained through the careful calculation. The results show that the cooperative system is increasing year by year. The simultaneous analysis of synergetic degree model of index puts forward the countermeasure and suggestion of coal mine emergency management based on collaborative.
